While some allocation of the funds will support programs that promote active transportation, for the most part your tax dollars will provide a blank check for the road-building lobby.

Take action now: tell your Senator that our transportation system is for people, not just road builders. We need a guarantee that these billions will serve the people’s needs for safe, affordable, and accessible transportation options.

I am concerned that Senate Bill 1 is moving quickly and  will soon be a missed opportunity for creating the transportation future that Californians need and deserve. We need more affordable, accessible, and safe options such as biking, walking, and public transit. We need significant consideration for the environment when creating or updating transportation funding schemes. We need to focus on building healthy communities.

While I support the proposed increase of up to $250 million in the Active Transportation Program for more bikeways, trails, sidewalks, Open Streets events and Safe Routes to School programs, the rest of the billions of dollars generated with the new taxes need to be spent more wisely. As it stands now, Senate Bill 1 is handing over a blank check for more roads. I want a guarantee that those funds will serve the people’s needs, and not just the road-builders’ monied interests.

This bill can be truly visionary and create a better transportation system by incorporating the following:

1) Prioritize the funding toward vulnerable, low-income communities that who are disproportionately in need of alternative transportation options, greater mobility, and bear the brunt of the negative health and safety impacts of our transportation system.

2) Dramatically increase funding to provide high-quality, efficient transit service especially for low-income individuals and families.

3) Ensure that we can meet our state climate change and air quality standards by carefully tracking any investment spent on expanding roads and freeways.

4) Require expertise in climate change, environmental justice, walking, biking, and transit for future appointments to the California Transportation Commission, which oversees state and federal transportation funding and advises the Legislature.

5) Protect the integrity of the California Environmental Quality Act, which reduces environmental impacts and improves transportation project outcomes.

A funding package including these five reforms will ensure progress toward a transportation system that provides clean, affordable access to opportunity for all Californians, and that makes our communities healthy and safe places to live and work while addressing air quality and climate change.
